A look back at some of the highlights that marked the 7 terms of mayor of André Toulouse, who will hand over his chair as mayor this week following the municipal elections.
March 1977, Roissy changes fate by a voice in advance
43 years ago, Roissy emerged from the trauma of nearly ten years of construction of the airport inaugurated 3 years earlier. The start of the Roissy renaissance: a right to build
To the question: what is the most important fact of these 43 years of mandate, the response of André Toulouse blows, without hesitation: the entry into force of the first Plan of Land Occupation of the municipality at the very beginning of the years eighty. The victory of the clay pot - the Municipal Council of Roissy - against the iron pot: the State and the all-powerful Aéroports de Paris, then master of the clocks. Because after the opening of the airport, Roissy had lost all rights to build new housing. A slow programmed death, never admitted, unlike the fate reserved for the village of Goussainville, entirely emptied of its inhabitants before being walled up. Confronted with the bad faith of the administration, which went so far as to invent noise zones, the Mayor will have to take the case to court to win the case and implement this saving Land Occupation Plan. New housing, built on the site of former unsanitary housing, in place of Place de l'Europe, then the complex located at 66 avenue Charles de Gaulle will be the first concrete achievements. But as soon as the development of the town is taken over, a limit will be set, reached and never exceeded: 3 inhabitants.
The creation of the Roissy Porte de France community of communes
In 1994, the question of a better redistribution of the economic benefits of the airport caused debate in the territory. André Toulouse then took the initiative to create a Community of Communes, with 7 mayors from neighboring localities. It will be the first Ile-de-France Community born of decentralization laws. A mayor invests in the life of his Tourist Office
At the initiative of the creation of the Tourist Office in 2003, André Toulouse enabled its development by providing it with tools and means allowing it to certify, qualify and specialize the actions and services offered on its territory.
During his tenure, the mayor and his team have reinvented the Tourist Office. Classified as a “tourist municipality” in 2013, the municipality of Roissy-en-France provided its Office with tools allowing it to shine and in turn obtain its category 1 classification, the same year. In 2016, the town became a classified tourist resort. Then, in 2017, the new Roissy-Ecouen-Luzarches Office was created at the initiative of the mayors of the three municipalities to then become in 2019, the Grand Roissy Tourist Office.
One of the last major tourism projects started during his last mandate was the construction project of a new premises in Roissy-en-France. the Grand Roissy Tourist Office will have a new, more central location and spaces entirely dedicated to welcoming visitors.
